Extended support was never designed for the small company because it is generally easier to upgrade to a supported version. The need for extended support is more likely in a larger company where some specific line-of-business application is critical to the business but it can't be upgraded for some reason. The cost of extended support may be less than the cost of the upgrade so the larger company opts to pay the support costs instead of upgrading.
