So when you run the connect to the internet wizard all configuration [including DHCP] is handled by the automated setup process. The reason for 2 NICs is the connect to the internet wizard. This is why 2 NICs are better than 1. If your belkin router will operate as a VPN server clients could connect to it to gain access to the network instead of VPN passthrough. There's many choices and L2TP is the most secure nowadays.
